Count me in, laughs! I reported it today as well. I accidentally stranded an
app in the dreaded unmovable row today and had a difficult time moving it to
where I really wanted it to be. I immediately sent my letter to Apple asking
politely for a fix to this problem. Smile!

Hi Eileen,
It’s no problem to move an app into the row above the dock. The problem is with
moving apps out of the row above the dock. Some apps can be moved, but most
can’t and if they can’t be moved the normal way I hve not yet discovered a
fixed yet, either.

That’s strange then normally tapping the home button sets the iPhone back in
normal mode to open apps.
