Hello, here is a video of the accessibility options that will be included in
Windows 8, these will work with tablets and the phones. The navigation has
changed a little bit scence this video was posted, but accessibility will be
greatly improved on all windows platforms.

Yes you can access the phone, Windows 8 will have a screen reader much like
VoiceOver on both there tablet and phone.
