Fax not connecting to moden

At work we send faxes via a G5 iMac running OS 10.5.6. The reason that we are using OS 10.5.6/7 is that axing would not work with OS 10.5.8. Has that been fixed? This week we continually get an error message telling us that the faxes are not connecting to the modem. Suggestions? Any

Sorry I didn't mention the download speeds. The lady I helped lives in Thornlie and it seems that she is getting around 800bps download the couple of times I checked it. VividWireless claim much higher speeds if close to one of their towers. Hard to find a tower location map anywhere.
