a simple solution is to boot a Mac with DVD reader in target mode and
connect via firewire to the old G4 as a slave. You can then install
the OS onto the G4.

New ones from Apple online are only about $55. I bought Elaine one
recently and it arrived within 2 days. Maybe the new one is available

Most contents insurance does. The problem is proving that it's lightning and
not a power surge. If the insurance company proves it is a power surge then
Western Power are actually liable and have to pay for the damaged goods.
