I need to selectively update an app.config file from my setup package.
Specifically, I need to set a single attribute if it doesn't exist or has
an empty string value. If it already has some other value then I need to
leave it unchanged.

Sorry if this has already been discussed recently, I haven't looked at WiX
for quite some time and I now find myself needing to develop a relatively
simple installer.
Is WiX 3.5 the way to go these days, or should I stick with 3.0? I've just
