I've found that if I launch a 2nd instance very quickly following an
initial launch instance it can break the new angular launch instance
wizard.
The key to recreating the problem is to click Launch Instance the 2nd
time before the initial instance even appears in the table.
We can't backport the fix since it changes default configuration values,
which is against stable policy.

The pecan process of finding the plugin for a given non-core resource
inspects all of the extensions to find which ones define attributes for
a given resource. It incorrectly assumes that the plugin that has an
extension extending a resource is responsible for that resource.
After munking with this a bit, 'service_plugins' in neutron.conf already
fulfills this bug description. See [1].
That said it makes sense to leave [2] as-is -- intended for core plugins
users should be able to setup via the conf.

When attaching a subnet to its tenant router, we specify the subnet gateway to
be 1.1.1.44.

The gateway in subnet can be treated as default gateway of the subnet.
However, the router interface is the port that plug to router. They are
not the same thing.
When you create router interface, you can specify subnet. And at this
time, the default gateway will be used.

When trying to deploy a Xenial node on MAAS, the node quickly
transitions from "Deploying" to "Failed Deployment".
Connecting to the console shows that cloud init continues to run, and
