There is much about this in the release notes

1. yes - you can edit /etc/sysconfig/ipchains to edit the firewall conf

2. telnetd by default isn't installed and isn't started - sshd is typically
installed and recommend its use. If you want telnet server - if you still
want telnet server, make sure that you download the latest since it has been
covered in errata updates since original 7.1 distro and then either edit
/etc/xinetd.d/telnet or turn it on with chkconfig. Likewise, if sshd isn't
running, you can turn it on with chkconfig or simply service sshd start
