Try replacing explorer with a shell like litestep or darkstep. Both of these shells DO have their problems and are not "out of the box" ready to go by an means. Aside from really hacking out the registry this would be the best way. There are also program the libraries use to limit what you see, sort of a shell cover. Though this limits functionality by far.
