A good lead would be to replace the explorer.exe shell by some custom
shell or program (e.g. by the solitaire game; allowing you to run only
that when Windows boots.. no icons, startbutton etc). I think you need to
edit win.ini and specify the shell you want. Their might be trivial
workarounds to start other programs even after this though. It's windows
98..
