It would help to provide specifics on your server make and model.

All major vendors provide their own utils that will give you this type of
function.

Dell has its OpenManage and Compaq has its Lights Out Manager I beleive.
Haven't used the Compaq stuff in some time, so I may have the name wrong.

For basic stuff, you could purchase WhatsUp Gold from Ipswitch.  It will ping a
server/service at regular intervals and will notify you if it fails.
