Rob, in this context "represent" stands for full Service Description, i.e. 
service functionality, RWE, policies... and interface.

My POV is that the ESB should do exactly that. It is one (of possibly 
many) interfaces to the service. A consumer interacting with the ESB 
(knowingly or not) is effectively interacting with the service.
