SOA doesn't introduce new technologies or languages, its an architectural approach and a way of _thinking_ about business and IT which can be implemented in _any_ technologies. Just because vendors slap on an "SOA" badge doesn't mean that its actually SOA, BPEL is particularly at fault in this as most vendors draw a simplified stack with "process" on the top and promote a Process Oriented Architecture (POA) or as I like to think of it "Visual COBOL".
