The idea is that a private response might convince a single
person, but a public response will possibly help to educate
(through sheer repetition) a large number of people.
The answer is to have a real moderator. Self-moderation of a
list of this type is a very imperfect solution, but it's the
only one that appears to be available at the moment.
Self-moderation also means, much to everyone's chagrin, that
meta-discussions such as this are inevitable, and on-topic.
Keep in mind that the root of the problem is the aggressively
ignorant/inconsiderate people who post (and answer) off
topic questions. So if you're sick of meta-discussion, talk to
the off-topic posters.
