Hi Steve,

When I do "script" command, I get this part for /etc.

/usr/bin/install -c -m 755 -d /usr/local/etc
/usr/bin/install -c -m 600 etc/conman.conf /usr/local/etc/conman.conf
/usr/bin/install -c -m 755 -d /usr/local/etc/init.d
/usr/bin/install -c -m 755 etc/conman.init /usr/local/etc/init.d/conman
/usr/bin/install -c -m 755 -d /usr/local/etc/logrotate.d
/usr/bin/install -c -m 644 etc/conman.logrotate 
/usr/local/etc/logrotate.d/conman
/usr/bin/install -c -m 755 -d /usr/local/etc/default
/usr/bin/install -c -m 644 etc/conman.sysconfig 
/usr/local/etc/default/conman

So, I have added them in three different locations.  I will send the new 
webrev including Targetdirs if you are fine with this.
