That's because the directory path should be in Targetdirs so the path 
would have already been created and so '_install ....' didn't need to 
create then.

But having said that the Targetdirs list of directories is now getting 
very cluttered with stuff that only belongs to one package. I believe 
the original intention of Targetdirs (from its ON roots) was that it 
should contain dirs that were shared across two or more SUNW packages, 
but overtime from the Companion CD (CCD) gate and onto the SFW gate it 
became all directories from all SUNW packages. But who is to say that a 
directory that opensource pkgA required on day 1 will not also be 
required by a new opensource pkgB on day 1 + n - hence the all (it was 
easier - especially when I automated the add/update pkg stuff for the CCD).
