If you change the strings in the source files, those changes should be upstreamed in community. Yes, SFW packages don't separate l10n packages and we don't have any internal changes for SFW packagse. (as personally I'd separate it.) We don't need l10n for developer tools in Sun however we need the l10n of .desktop files since it's visible for all users.
