They are in that directory in all distributions except Fedora/RedHat.

The installed filename is ALWAYS $PRODUCT; the installers don't need a
setting for that.

It was done that way to retain the historical content of
/usr/share/shorewall as opposed to having some files in
/usr/share/shorewall and others in /usr/share/shorewall-core.

I'll be releasing Beta 4 once I have the configure script doing the
