No. My wan interface has static 192.168.15.145 address (which is seen from 
outside/internet as public 46.xxx.xxx.xxx address).

but still cannot connect to the Internet from LAN.

Where are you trying to "connect" from?

Please post the output of 'ip -4 -o -addr' run on the Shorewall/gateway machine.

Also, 'ip -4 -o route'.
