I think so - there are two aspects that makes it such a pain: In the Australian sun, even in outdoor shade, a change from 100% to 80% brightness is the difference between barely visible and invisible. The quick dim makes it very annoying as it changes while you are looking at the screen and upsets concentration. It needs either removal, or a much smarter control mechanism - perhaps controllable from fsoraw so apps like fbreader, epdfview, etc can turn it off.
