Both obviously but you may have a different focus depending on context. If you 
have a small number of people then everyone needs to he awesome. Or you may 
have a problem that only a handful of people in the world can solve. But if the 
majority of the value in your company is down to 1 or 2 people rather than its 
processes, its IP, etc then it represents a riskier investment (and probably 
commands a lower price). 

Good established companies can grow awesome people as well as just hire them - 
which is a useful ability to have in a tight labour market.
