It sure does matter to the consumer: 10 CHF for 60KM (in luxurious comfort) is 1/6000th of the average Zurich resident's 60K CHF annual income. Rs. 20 for the same distance (in conditions resembling hell, as described by Madhu)
is 1/2500th of the average Bombay resident's Rs. 48,954 annual income.

So the ticket in Bombay is actually more expensive (as a percentage of per capita income) for the average resident of that city than is the ride in .ch
for the Zurich resident.

And that doesn't even account for the cost of possibly being one of the 10
people killed by the Bombay rail every single day.
