Not really - it is quite possible to privatize public utilities, etc. It is difficult, but definitely possible. It's also possible to put private property back in the constitution as a fundamental right, and to throw out the word "socialist".

I would agree with your paradigm if India could "do a US". I mean they should mark out areas for new cities and build them up from scratch, outside the
territories of the old ones.

This is actually precisely what is happening - as the market responds to
demand that that the state (despite owning huge tracts of prime real estate in major cities) was never able to - with the rise of largely private townships
as in Gurgaon and Navi-Mumbai.
