Agreed. But any security agency, anywhere in the world, needs
monitoring to ensure that their "militarists", as Kragen calls them,
do not abuse their power.

Indian security agencies have repeatedly demonstrated their ability to
create fake "encounters" to kill people who may or may not have been
criminals, as they never were tried by a court of law. I hope you are
not suggesting that an "unfettered" environment for these agencies
means that they are not subject to executive and political supervision
for, among other things, preventing human rights violations. The ideal
situation would be security agencies that see no political or
executive interference in their daily operations, but are prosecuted
to the fullest extent when they break the law.
