I am surprised.
SF Consulate renews and returns it the same day if you turn in your passport before 10.30 am. Or else you get it the next day.
Did you delay in picking up the passport? People find it a drag to drive or come down from South Bay to Arguello Blvd in SF to pick up the passport.

Last time I renewed my passport was back in '02. It took 2 days in the
San Francisco Consulate.
