This is a very good analogy. OTOH, China at least seems to be capable
of the kind of centralized planning and institutional secrecy it would
take to pull off these sweeping conspiracies (and Indians are not the
only ones who think so). Nobody besides Pakistan is under any
impression that the Indian govt is capable of such a thing.
