With wireless access, each school could have a 1 million tome library.
Library Genesis alone is at 230 k already. It's trivial to replicate.

In fact, it would be a fun underground philantropy project to furnish
every university in the developing world with a thing like that (costs:
probably under 3000 USD/unit, though of course you'd need ~500 USD Android
tablets to access it).
