Hehe, specifically planted there to lure the pedants. The Vatican bank wouldn't get away with the money laundering if the Roman banks stopped being so helpful. In effect Vatican survives on Rome's mercy. Sure they have a nice cozy relationship of mutual benefit going back hundreds of years, but really if any government had power over the Vatican it would be Rome.
