Agglomeration of forming particles as it stabilizes.
Going beyond around 10 PPM aggravates these conditions and the stronger it
is the more likely it is to happen.
It CAN happen as low as 5 PPM if the current density of the generator was
high enough to produce oxide particles. [golden mist]
At 25 PPM and over, it's very likely to happen.
If the particles are predominantly pure metallic silver colloid, they can
be of the size range that reflects the colors yellow and green the best in
millions of tiny mirrors and won't look yellow when taken outside and
looked "through" in full spectrum sunlight, away from other colors.
If it's an oxide, hydrogen peroxide will clear it up and break apart any
crystals using an oxide particle as a crystal nucleus to grown on.
