A non-CS answer: this can be a symptom of hypothyroid. I find that when
my thyroid dose is a bit low, my heels and feet get very deeply cracked
and painful. Thankfully mine don't bleed unless I pick at the loose skin
of the cracks, but this summer I haven't put anything at all on my feet
and my heels are much better, which I believe is due to thyroid hormone
supplementation. In past years I have had to use very heavy creams and
lotions and wear socks at night to keep the creams in place, did soaks
and salt scrubs before lotioning feet, etc, etc. But now I'm not doing
anything except taking my thyroid, LOL.
