Not odd, dry towels are less conductive than wet ones...he's made himself a resistor to drop the voltage and current available...but might not be getting anything if the towel is completly dry

Although I wrapped the copper handholds in a layer of wet paper towel I ended up with a burn on the side on which I felt the estim most.
