FWIW, this appears frighteningly like a problem I was having about a year ago with our subsidiary in the UK. After playing the blame-game for months with their ISP and my ISP, it finally cleared up when our subsidiary changed ISP's. (On a side note, it turns out their original ISP was a "free" ISP; their new one, they are paying for services. I guess it's true... you get what you pay for). All that to say that, without details it will be difficult to diagnose but I'm banking on it being their end.
