It sets up a classless delegation of the 'reverse' DNS for his /29 block.
I.e., he doesn't have a full Class C block of IP addresses, so his ISP has
to delegate a subzone of the Class C that his /29 lives in to him so that
he can do reverse DNS for it. There's an RFC that describes this, but I
don't recall its number off the top of my head and I'm too lazy to look it
up at the moment.  ;-)
