   I am having some ambiguity regarding the handling of prov response
   retransmissions received by UAC.

There's no way for the UAC to determine that a provisional response is
a retransmission, as the provisional responses to a single request not
sequence numbered.  All it can tell is that it received a provisional
response that looks identical to one that it receives before.

With that in mind, I would interpret the second passage:

   The client transaction is also responsible for receiving responses
   and delivering them to the TU, filtering out any response
   retransmissions or disallowed responses (such as a response to ACK).

to mean that repeated provisional responses are not considered
"retransmissions" and so are not filtered out, especially in light of
the more specific requirement of the first passage:

   Any further provisional responses MUST be passed up to the TU while in
   the "Proceeding" state.
