Simply put, provisional responses are NOT retransmitted ( in the
perspective of RFC 3261 ) using RFC specific timers unlike final
responses. If you get a couple or more provisional responses, the UAS
is sending it on purpose perhaps because it is sending it after
receiving UAC request retransmissions or for any other reason like RFC
3262 support for reliable provisional response.
