Sounds like it is a HUB(half duplex), and if this is an example if the topology in the network (one drop to 8 port hub) chances are we are cascading hubs and other poor practices. Toss the HUB, run dedicated drops to a decent switch. Your whole network will be happier.

It is exceedingly unlikely that you have discovered a new problem regarding DHCP and hubs. You should get a packet trace and monitor the log of the DHCP server to see what is going wrong.
