I fixed it. Thanks.

We're using cisco switches so I configured that port as a router port.
Now it works!

It is exceedingly unlikely that you have discovered a new problem
regarding DHCP and hubs.  You should get a packet trace and monitor the
log of the DHCP server to see what is going wrong.
