FYI , a backup and restore of the current config and and a restart of both 
servers in the cluster resolved this. 

Thanks for the suggestions, this is probably not reproducible so ill just throw 
it in the X-Files.

The error you're seeing indicates that the service cannot start because 
its configuration is not the right version. 

I suspect that the rpm for it did not install correctly and you need to 
review why not - perhaps some inadvertent permission change?
