At some point the last poster from them obviously talked to their site tech
who went there and learned it (PRI gateway) was a data connected device.

In any event, POTS lines are the only thing analog faxes are made to work
on, and that is, ultimately, their point.

1. Get a POTS line and put the fax number on it, or:
2. PSTN <-TELCO LINK-> PRI <-ETHERNET-> FXS gateway <-ANALOG FAX->

If SIP or data conversion is involved, then t.38 with no middlemen is the
most direct and easy to troubleshoot, in your case.
