on our clustered email servers, we have the concept of 'restart' vs
'reload' and assign certain functions that need a 'reload' (soft/
doesn't distrup running service) vs some that require a reload. (and the
again, one or two major changes require a reboot.. the server). these
are also given a priority, so a restart overrides a scheduled reload, etc.
if 3 things change, first needs a reload, second restart, third reload,
then only ONE function is run (the restart).
