I may be uninformed about the latest changes, but why are you using weight = 0 in DNS SRV? That has always been "not recommended", and I'm not even sure that if you follow the standards strictly that that situation is required result in load balancing. You should use non-zero weights that are all the same. (And it seems that you did that to fix the problem.)
