I would try to confirm what firmware is on the phone. Improper bootrom/firmware will make a phone bootcyle, so will a badly parsed configuration file.
1. Reset phone to factory defaults. 2. use a fresh iso install sipx in the event you have manually tampered with the tftp root or use a pc with tftp on it and put the zip files that phone needs in it and manually change the phone to use the other tftp server to see if it picks it up (solar winds, etc.) If the phone is a 500, it would be good to know WHAT bootrom is on it before taking any action.
