Fairly sure you need port 20 as well, the FTP Data port.  Port 21 is
the FTP Control port.  You can test this by simply seeing if you can
login via FTP from the network the phone is connected to.  Default
Creds : PlcmSpIp/PlcmSpIp

If you do not need port 20, let me know because i'm working on the
optional firewall rules in sipxecs for 4.6.
