What does your "DirectoryIndex" directive say in httpd.conf? (By default
it's index.html) Is this file in the ~gis/public_html/ directory? Can you
access a file by full URL (eg. ~gis/myfile.html)?
Are you running virtual servers?
If all else fails why not post the Directory section to the list?
