No, actually that sort of error is often caused by sshd running
(i.e. you can get a connection, rather than "connection refused"),
but the sshd itself is closing the connection once established.
This can be caused by TCP wrappers running over sshd, and that
not allowing the connection due to entries in /etc/hosts.allow
or /etc/hosts.deny. This is not the normal way to run sshd.
In any case I recommend OpenSSH instead:
