These things are part of the Telecommunications Act. See
http://www.aca.gov.au/licence/index.htm towards the bottom of the page.

My reading (INAL) is you need a carrier license if the distance is over 500
meters and you provide service to the public.

Thus Anthony may be OK if the 'network unit' is company internal only. The
ACA is ignoring the CLUG type operation because it is not 'commercial' and
is too small to cause the telcos to complain of the competition....
