If you have Linux then you have everything you need. Script it to ping 10
times an monitor those pings. If all fails then runa script to dial Vodapone
directly and send an SMS message.

It wasn't Free last I looked (a while ago), it came with strings attached
- you need to register and needed to have certain advertising on the web
page, etc.

You might also look at EMU, which was presented at a SLUG meeting last
year.
