No, not true. Microsoft was using RTF (modified version) and when peer
pressure hit, they switched over to regular HTML. Even now, Outlook supports
RTF and WORD formats.
I think you are missing a point here. Everyone agrees that mail to mailing
lists should be text. What the point of contention is that if you want a
richer format for person to person correspondence, what the format should
be. My point being that HTML should be it.
As someone else has pointed out, even command line email tools should be
able to display them, albeit distorted.
