You mean an formatter, not a protocol...
What is wrong with HTML for prettying up your mail ? It is the universal
standard and any half decent browser should be able to read it and is
available on all platfoms... It is better than using RTF, or (gulp) .doc

Of course, for mailing lists etc., it is not polite to send HTML. You send
HTML only if you know your target's email client.
