The key to your answer is wether or not all units try to connect at the same
time. There is only 11MB of bandwidth available on each channel and it will
be shared by all users. The limits set at the AB will only make sure the it
does not use more then the limit but will not gaurantee the it reaches that
speed. 

If no more than one user is transmitting data at the same time and their
signal strength allows for the maximum transfer speeds, then each AB will
reach the limit set.

If there are 15 ABT connecting to one APPO,

12 ABT connects to APPO at 11MB and 2 ABT connects at 1 MB to APPO, does
APPO still service 12 ABT at 11MB and 2 ABT at 1 MB or APPO will start
servicing everybody at 1 MB?

What kind of performance degradation we will see if more ABT start
connecting at 1 MB speed.
