Yes, it makes no difference if speed throttled at 256 or 128 for Data Rate set at 1Mbps but you can't throttle user to 1Mbps. This is because you can't throttle the speed close to the Data Rate due to wireless protocol nature being half duplex. Effective throughput will be half at the Data Rate you set.
